Narrative description of the project
Central Government Program through Ministry of Public Works and Housing, with loan from the World Bank (WB), performing design, arrangement, coordination and implementation of technical assistance (TA) and Capacity Building (CB) Programs to be provided to Local Government (LGs) and Water Supply Regional State Owned Company (PDAMs) which participating in the NUWS Project. As well as, monitoring and evaluation of the impact of the TA/CB programs to the performance of the LGs and PDAMs in delivering urban water supply services.
The TACT will comprise of Core Team for TA/CB Coordinator, Short-term Assignments of experts for Training Modules Development and Trainers, and supporting staff. The TACT will interact with the Center of Excellence (CoE) under the coordination of Water Supply Unit in Ministry, during initiation, implementation, monitoring and evaluation of the TA/CB activities.
The teams entail technical experts and specialists in water supply, finance, institutional development and other as needed for the TA/CB programs.
Description of actual services provided in the assignment
- Assess technical assistance (TA) and capacity building (CB) program for Local Government (LGs) and Water Supply Regional State Owned Company (PDAMs) which participating in the NUWS Project, through more than 20 times training and workshop in Jakarta, Bali and West Java – Indonesia.
- Perform a desk study of all TA/CB programs in last 5 years (e.g. by The World Bank, USAID, AusAID/DFAT, ADB, JICA, Indonesian Water Supply Association, EU, Dutch government/service provider, by listing topics covered, program duration, beneficiaries (PDAMs), financing agency, and trainers (trainers is professional expert in water supply engineering, financial, institutional, and information technology aspect).
- Verify and Perform Capacity Building Needs Assessment of Targeted Local Government (LGs) and Water Supply Regional State Owned Company (PDAMs) which participating in the NUWS Project.
- Design TA/CB Program with developing gap analysis on topics, modules and training providers availability for each NUWAS category.
- Develop TA/CB program for PDAMs that includes specific training modules, focus on operational efficiencies improvements namely NRW management, energy efficient operations, and others while taking into account financial and institutional deficiencies such as financial management, human resources development, corporate governance.
- Implement TA/CB Program for at least 200 Local Government (LGs) and Water Supply Regional State Owned Company (PDAMs) which participating in the NUWS Project.
- Engage experts from technology firms to participate in TA/CB programs to showcase innovation and potential application of technologies that help better manage water supply services delivery.
