Narrative description of the project

Central Government Program Indonesia with loan from The World Bank (WB), with amount professional staffs and assistants in provinces, districts and sub districts. The objective of this project is to increase the number of low-income rural and peri-urban populations accessed to improved water and sanitation facilities and practicing improved hygiene behavior.

Objectives to be achieved with improvement in health behavior and health services of the communities, providing safe, adequate, cost-effective and easily accessible water supply and sanitation services and developing sustainability and effectiveness through community participation.

The involvement of professional staffs / facilitators as well as stakeholders at province, district and sub district (local governments), will increase the number of better infrastructure (sanitation and water supply), well access of alternative sources of local financing, and capacity building (perform by training) of related stakeholders.

Description of actual services provided in the assignment

  • To manage, supervise, monitor and provide feedback to Sub District Community Facilitators and District Facilitators, implementation of community-driven processes, facilitate community empowerment and institution building at the village-level;
  • Carry out duties and operational regarding planning, implementation, monitoring, controlling and evaluation of program, regarding : technical implementation of water supply system development and construction by referring to technical guideline from government / ministry; institutional performance for managing and operating the assets; and financial management for operating the project.
  • To facilitate sustained expansion of people’s access to improved water supply and sanitation at a sufficiently rapid rate to make the Water, Sanitation and Hygiene – as MDGS achievable.
  • To promote widespread adoption of recommended hygiene practices to reduce transmission of waterborne diseases, promote healthier lives and protect the environment.
  • To establish a coherent institutional arrangement for the financing and implementation of water, sanitation and hygiene improvements involving Central Government, District Governments and the communities.
  • To develop ways by which poor villages with proven capacity for community action (as evidenced by the success of their water, sanitation and hygiene project) can broaden that capacity and enable them to grow their village economy, leading to more water, sanitation and hygiene improvements in the long run.
